Autistic boy dies after running back into burning block of ***ats

A 10-year-old autistic boy left with his 14-year-old sister was killed yesterday when, after the two had escaped a fire at their home in Tseung Kwan O, he ran back into the building.

The tragedy prompted a veteran psychiatrist to call on parents to take to the streets against inadequate social service***or autistic children and their families.



The victim, Leung Tze-him, suffered multiple burn***rom the fire, which broke out at about 9am in a ***at in Choi Wing House, Choi Ming Court. Firefighters rescued him, but he was declared dead shortly after arriving at Tseung Kwan O Hospital.



The children's mother was downstairs shopping when the fire broke out, but ran into the building to try to reach her son. She suffered mild injuries along with Tze-him's sister, Tze-ching, and four neighbours. All were discharged from hospital by last night. About 60 residents were evacuated.



Sources at the scene blamed a computer short circuit, which ignited a stuffed toy. The Fire Services Department is still investigating the cause and whether it involved negligence. But it found nothing suspicious, and arson has been ruled out.



Sai Kung District Councillor Raymond Ho Man-kit said yesterday that the boy attracted the attention of police and the Housing Department earlier this year after at least 10 reports were filed complaining that someone had thrown o***ect***rom his window to the street.



Lee Sing, professor of psychiatry at Chinese University, said the boy's beh***iour was typical of autistic children, a characteristic identified as insistence on sameness.



"They would not let other people alter an environment or arrangement of o***ects they h***e grown familiar with. Because of this, their judgment and ability to cope with a crisis would be impaired," he said.



He said support service***or autistic children and their families - such as beh***ioural therapy, speech training and family member support - were inadequate.



For example, a parent had to wait up to two years to see a child psychiatrist at a public hospital, Professor Lee said. He said resource***or treatment of hyperactivity and attention deficit syndrome, common for autistic children, were also lacking.



"If this tragedy can be identified as a representative case, all parents should take to the street to protest against the lack of support for these families," he said.



Mr Ho also called for more support for families, such as day-care services.



"The victim'***amily has tried its best to take care of the children. The mother wanted to work to support the family but couldn't because the victim could not take care of himself."



The district councillor said a seminar would be held on Tuesday to help parents and children in the housing estate to cope in cases of fire.



Yesterday's tragedy was the third involving children left home without their parents in a little more than a month.



On August 26, two children suffered serious burns in a fire in a locked ***at in Tuen Mun while their mother was at work, and on September 22, a three-year-old boy was badly burned in a locked ***at in Tai Kok Tsui.
